Government betrays regressive bent of mind in pitching disability rights against doing ease of business

By Dr. Nandini Ghosh

Nandini Ghosh on the recent government move to dilute the offences and penal provisions in the Rights of Persons with Disabilities Act, 2016 and the civil society’s swift response to it
The photograph shows around a 100 people in a sombre mood participating in a rally in Kolkata on the International Day of Persons with Disabilities (December 3, 2019). The number may be much higher as not all the participants seem to have been captured in the photograph. The participants are a mix of age groups, genders and disabilities. Right at the forefront are some people carrying a large banner that is headlined ‘Missing Millions’. Below the headline is text that says: “Every person with disability must get counted in Census 2021 – International Day for Persons with Disability 3rd December”. The organizers of the rally are the Disability Activists Forum West Bengal, Kolkata. Their logo occupies centre space on the banner below the text mentioned, with their contact information provided below the logo: “98302 62165 / 98315 87378 / 98301 32299; disabilityactivistsforumwb@gmail.com”. An elderly participant right in the front of the rally, towards the right side of the photograph, waves a white flag. The photograph is representative in nature in relation to the accompanying article. Photo courtesy Disability Activists Forum West Bengal, Kolkata
