Is horizontal reservation ensuring jobs efficiently for the disabled?

By Amrita Chanda

Amrita Chanda elaborates on the situation of horizontal reservation for persons with disabilities in public sector employment
This illustration shows a banner designed by the National Platform for the Rights of the Disabled (NPRD) for a demonstration organized in Delhi in 2019 to demand four percent reservation in employment. The banner carries the NPRD logo on the top left corner. Next to the logo, the banner title says: “Implement Rights of Persons with Disabilities Act, 2016 – Please Join NPRD’s Dharna, 2019 Nov 25 at Jantar Mantar, Delhi.” More stylized text below the title lines says: “We demand: Implement four percent reservation in employment; fill up backlogs; extend reservation in promotions; provide reservation in private sector.” To the left of this text is a photograph of an individual seated in a wheelchair, receiving an award or recognition. The recipient’s right hand side profile is visible and he has a smile on his face as he receives the award. The award presenter is not in the picture and the award details are not specified. Another line running across the lower part of the banner says: “Disability Is Not Inability. No to Divyang”. The full name of the NPRD runs across the bottom edge of the banner.
